Development & Reform Programme (APDRP)

APDRP i.e Accelerated Power
Development & Reform Programme was started by the central Govt. to
bring down the technical and commercial losses in the distribution
network power system of the country. PVVNL which came into being
after the unbundling of UPSEB (Uttar Pradesh State Electricity
Board) in the Year 2000 without wasting any time, adopted the
APDRP scheme. Initially it was started in the two district head
quarters namely Moradabad & Muzaffarnagar in the year 2001 & later
it was also implemented in Meerut, Ghaziabad, Noida, Saharanpur,
Bulandshahr, Baghpat, Sambhal, Amroha, & Rampur.

In order to improve the financial &
technical health of electrical distribution system of PVVNL, the
detailed project reports were got prepared through the concerned
superintending engineers. The DPRs of each circle described the
Geographical coverage, Demographic data, General Outline of the
existing electrical system, Revenue data, Demand data, General
Outline of the existing electrical system, Revenue data, Proposed
works to improve the system & to convert PVVNL into a profit
making discom.

For the controlling purpose, certain
techno-commercial parameters e.g Energy Input, Energy Metered,
Energy billed, T&D Losses, Revenue Realized, Average cost of
supply (ACS), Average Revenue Realization (ARR), Gap between ARR
and ACS, AT&C Losses, Productivity, Failure Rate of DTs %, No. of
feeder tripping, Tripping Duration, Reliability Index of feeders,
Consumer to Employee Ratio, No of Consumer Complaints, Complaints
Disposal time, HT/LT Ratio & Average Power Factor at input to the
circle. were selected & the bench mark of these parameters were
targeted to be achieved within certain period. For the achievement
of Bench Marks, an MOA was signed between M.D, PVVNL, Meerut &
Joint Secy. Ministry of Power, Govt. of India. Progress on these
parameters is being monitored vigilantly & the deviation, if
arises, is viewed seriously to avoid its reoccurrence.
OBJECTIVES OF APDRP IN PVVNL
The
APDRP scheme of all the above mentioned towns were prepared for
the following works & objectives:-

Preparing consumer data base along with G.I.S maps for effective
Customer Relationship Management.
-
Construction of new 33/11 KV & 11/0.433 KV Sub-station to take
care the future growth of electrical load in PVVNL.
-
Construction of New 33/11 KV & 11/0.0433 KV line to improve the
HT/LT ratio of PVVNL.
-
Construction of New L.T lines to cater the need of increasing
consumer.
-
Replacement
of bare conductors, in theft prone area, by the ABC (Ariel
Bunched Cable)
-
Capacity
Augmentation of the Existing 33/11 KV & 11/0.433 KV Sub-station
to relieve the power system of PVVNL from overloading.
-
Reconfiguration
of LT lines to reduce the length of LT line & thereby reducing
the line losses.
-
Renovation & Modernization of existing Sub-stations & lines in
PVVNL
-
Installation of Capacitor Bank at various Sub-station to improve
the Power Factor
-
Conversion of LT lines into HVDS (High Voltage Distribution
System) in theft prone area where the adequate space or
clearance is available
ORGANIZATION FOR IMPLEMENTATION OF APDRP IN PVVNL
Under the leadership of a Chief
Engineer, PIME (Planning, Implementation, Monitoring & Performance
Evaluation) Cell was constituted & was entrusted the following
works:-

Getting the Detailed Project
Report prepared through the concerned Superintending
Engineer.
-
Submission of DPR to the competent authority for
their approval.
-
Arranging finance for counter part funding as per
the requirement of the Ministry of Power, Govt. of India, for
the implementation of APDRP.
-
Floating the tenders for the execution of various
works.
-
Executing agreements with the firms.
-
Monitoring the performance of execution of
contract & its reporting to the concerned authorities.
-
Monitoring the performance on Bench Mark
Parameters of various circles & their reporting to the
concerned authorities.
